Uttan, February 3, 2025 – The Maharashtra Urban Development Department has initiated the process of converting land in Uttan Dongri from a green zone into a metro, residential, and commercial area for the Metro 9 car shed. This move has sparked debates among environmentalists and locals who fear the destruction of green cover in the Uttan region.
Shift from Rai Murdhe to Uttan Dongri
Initially planned for Rai Murdhe, the metro car shed had to be relocated due to strong opposition from local villagers, as it would have displaced 547 families. Consequently, the MMRDA decided to shift the project to Dongri, Uttan, a coastal region known for its fishing community and ecological significance. However, this new site demands the cutting of 1,406 trees, adding to the 21,000+ trees already felled across Mumbai for metro projects.
Concerns Over Green Zone Conversion
The shift to Uttan Dongri has alarmed environmental activists and residents. “Large protected green zones, where development is not permitted, suddenly become commercially viable in the name of metro projects,” said environmentalist Zoru Bhathena. Activist D. Stalin of NGO Vanashakti echoed this concern, stating that the move is a strategy to commercialize the area rather than focusing solely on metro infrastructure.
Government’s Justification & Public Consultation
The Maharashtra government had approved Metro Line 9, a 10.40-km extension of Line 7 from Andheri to Mira Bhayander, on November 2, 2018. The original plan included a 20-hectare depot at Rai Murdhe, but a decision in April 2023 led to its shift to Dongri, Uttan. On October 13, 2023, MMRDA submitted a proposal to reserve 62.49 hectares in Dongri for the metro car depot, including residential and commercial use.
To ensure transparency, the Urban Development Department (UDD) issued a public notice on October 14, 2024, inviting suggestions and objections. Once the consultation process is completed, the Konkan Division’s Joint Director of Town Planning will submit a final report for approval.
